Constitution Hill flats are located on Constitution Hill in Dublin 7, between Broadstone Plaza and Catherine Lane North. Phase 1 construction began in August 2025 and will deliver 46 social homes—19 one-bed, 21 two-bed and 6 three-bed—by summer 2027. Works include the deep retrofit and extension of the northern block, a new housing block, and a multi-use community space.

Phase 2 will follow, delivering a further 78 homes through the retrofit and extension of the middle and southern blocks, plus new homes on St Catherine’s Lane and to the rear of the estate.

The regeneration project is led by Dublin City Council, with Grafton Architects heading the Integrated Design Team. Part 8 planning was approved in April 2023, Townlink Construction Ltd is delivering Phase 1, and funding is provided by the Department of Housing, Local Government & Heritage.
